Todd Inskeep is a cybersecurity, innovation, and risk management executive with more than 30 years of experience guiding global enterprises through complex technology, regulatory, and market change. As CEO of Incovate Solutions, he advises boards, CISOs, and executive teams on building high-performing security programs, quantifying cyber risk, and aligning technology strategy with business objectives.

Todd’s career spans the U.S. National Security Agency, Bank of America, Samsung, and Booz Allen Hamilton, where he served as interim CISO for multiple Fortune 1000 firms, built operational technology (OT) security strategies for manufacturing and pharmaceutical leaders, and advised on risk management programs for the energy, healthcare, and technology sectors. He has worked across industries including financial services, biopharma, critical infrastructure, and SaaS, with a focus on governance, identity and access management, incident response, and third-party risk.

At Bank of America, Todd led enterprise identity and fraud prevention programs serving more than 80 million customers, deploying some of the first large-scale MFA solutions in the banking sector. His leadership has extended to building industry-wide initiatives, founding the Oil & Gas ISAC and helping launch the Cyber Threat Alliance to foster collective defense.

A frequent keynote speaker and thought leader, Todd has been part of the RSA Conference Program Committee for more than two decades and is quoted in outlets such as Harvard Business Review and The Wall Street Journal. He holds a B.S. in Electrical Engineering, an M.S. in Strategic Intelligence, the CISSP credential, and NACD Directorship Certification (Oct. 2024). Todd is also the inventor on six U.S. patents in authentication, fraud prevention, and mobile security.
